        H.R. 6548.
        Congress has the power to enact this legislation pursuant 
     to the following:
       National Commission on the COVID-19 Pandemic in the United 
     States Act is constitutionally authorized under Article I, 
     Section 8, Clause 1, which gives Congress the power to spend 
     for the general welfare of the United States; and Article I, 
     Section 5, Clause 2, which gives Congress the power to 
     determine the rules of its proceedings, including the power 
     to create commissions within the legislative branch.
