  Mr. BAIRD. Madam Speaker, due to unforeseen circumstances related to 
COVID-19, I was unable to cast my votes on Thursday, April 23. I would 
like to reflect my intended NAY vote for H. Res. 938, and my intentions 
of voting YEA in support of H.R. 266
