       H.R. 6844.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 3 of the U.S. Constitution 
     gives Congress the power to provide for uniform laws that 
     remove barriers to trade and facilitate commerce nationwide; 
     and Article I, Section 8, Clause 9; Article III, Section 1, 
     Clause 1; and Article III, Section 2, Clause 2 of the 
     Constitution, which grant Congress authority over federal 
     courts.
