   PROVIDING FOR THE REAPPOINTMENT OF MICHAEL M. LYNTON AS A CITIZEN 
     REGENT OF THE BOARD OF REGENTS OF THE SMITHSONIAN INSTITUTION

  Mr. PORTMAN. Mr. President, I ask unanimous consent that the Rules 
Committee be discharged from further consideration and the Senate now 
proceed to S.J. Res. 72.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The clerk will report the joint resolution by title.
  The senior assistant legislative clerk read as follows:

       A joint resolution (S.J. Res. 72) providing for the 
     reappointment of Michael M. Lynton

     as a citizen regent of the Board of Regents of the 
     Smithsonian Institution.

  There being no objection, the committee was discharged, and the 
Senate proceeded to consider the joint resolution.
  Mr. PORTMAN. I ask unanimous consent that the joint resolution be 
considered read a third time and passed and the motion to reconsider be 
considered made and laid upon the table.

  The joint resolution (S.J. Res. 72) was ordered to be engrossed for a 
third reading, was read the third time, and passed, as follows

       Resolved by the Senate and House of Representatives of the 
     United States of America in Congress assembled, That, in 
     accordance with section 5581 of the Revised Statutes of the 
     United States (20 U.S.C. 43), the vacancy on the Board of 
     Regents of the Smithsonian Institution, in the class other 
     than Members of Congress, occurring by reason of the 
     expiration of the term of Michael M. Lynton of California is 
     filled by the reappointment of the incumbent. The 
     reappointment is for a term of 6 years, beginning on the 
     later of September 29, 2020, or the date of the enactment of 
     this joint resolution.
