             RESIGNATION FROM THE HOUSE OF REPRESENTATIVES

  The SPEAKER pro tempore laid before the House the following 
resignation from the House of Representatives:

                                    Congress of the United States,


                                     House of Representatives,

                                     Washington, DC, May 22, 2020.
     Hon. Nancy Pelosi,
     Speaker, House of Representatives,
     Washington, DC.
       Dear Madam Speaker, As I prepare to assume my duties as 
     Director of National Intelligence, I hereby make official my 
     resignation from the U.S. House of Representatives, effective 
     Friday, May 22, 2020. I have also submitted my notice to 
     Governor Abbott to advise him on my resignation. I have 
     attached that letter to this notice.
       The Ineligibility Clause of the Constitution of the United 
     States precludes concurrent service in different branches of 
     the federal government. In dedicating myself to the duties 
     and responsibilities of my new office in the Executive 
     branch, I must therefore yield my office in the Legislative 
     branch.
       It has been my honor to be a Member of this Chamber and to 
     serve the people of the great state of Texas and the 
     constituents of the 4th District of Texas. I will forever be 
     grateful for the opportunity. I look forward to continuing to 
     work with you and your colleagues in the House serving the 
     nation in my new position.

       Dear Governor Abbott, I hereby submit my resignation as 
     United States Representative of the 4th District of Texas 
     effective Friday, May 22, 2020.
       I am also on the ballot for reelection to this same office 
     in November. The Constitution of the United States precludes 
     concurrent service in the Executive and Legislative branches 
     of the federal government. Therefore, I will be ineligible to 
     serve as United States Representative of the 4th District of 
     Texas if reelected.
       It has been my honor to represent the great state of Texas 
     and the constituents of the 4th District of Texas. I will be 
     forever grateful for the opportunity to serve the people of 
     Northeast Texas.
