        H.R. 6969.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 3 gives Congress the specific 
     power to regulate commerce with other nations. This bill 
     seeks to regulate one small portion of commerce, namely 
     protecting the data of American citizens from companies who 
     might store that data in China or allow the government of the 
     Chinese Communist Party to have access to that data.
