  The SPEAKER pro tempore laid before the House the following

       Dear Madam Speaker: Pursuant to the permission granted in 
     Clause 2(h) of Rule II of the Rules of the U.S. House of 
     Representatives, I have the honor to transmit a sealed 
     envelope received from the White House on May 29, 2020 at 
     5:12 p.m., said to contain a message from the President 
     returning without his approval H.J. Res. 76, a Joint 
     Resolution providing for congressional disapproval under 
     chapter 8 of title 5, United States Code, of the rule 
     submitted by the Department of Education relating to 
     ``Borrower Defense Institutional Accountability''.
