        H.R. 7297.
        Congress has the power to enact this legislation pursuant 
     to the following:
       the Strengthening the Posse Comitatus Act is 
     constitutionally authorized under Article I, Section 8, 
     Clause 18, which gives Congress the power to enact laws 
     pursuant to the Necessary and Proper Clause, as well as 
     Article I, Section 8, which gives Congress the power to 
     ``provide for the common Defence'', ``to raise and support 
     Armies'', and ``to make Rules for the Government and 
     Regulation of the land and naval Forces.''
