       H.R. 7378.
       Congress has the power to enact this legislation pursuant 
     to the following:
       The authority to enact this bill is derived from but not 
     limited to, Clause 3 of Section 8 of Article I of the United 
     States Consititution. ``To regulate Commerce with foreign 
     Nations, and among the several States, and the Indian 
     Tribes.''
