  CALLING FOR A FREE, FAIR, AND TRANSPARENT PRESIDENTIAL ELECTION IN 
                                BELARUS

  Mr. MORAN. Mr. President, I ask unanimous consent that the Committee 
on Foreign Relations be discharged from further consideration of S. 
Res. 658 and that the Senate proceed to its immediate consideration.
  The PRESIDING OFFICER. The clerk will report the resolution by title.
  The legislative clerk read as follows:

       A resolution (S. Res. 658) calling for a free, fair, and 
     transparent presidential election in Belarus taking place on 
     August 9, 2020, including the unimpeded participation of all 
     presidential candidates.

  There being no objection, the committee was discharged and the Senate 
proceeded to consider the resolution.
  Mr. MORAN. Mr. President, I ask unanimous consent that the resolution 
be agreed to; that the preamble be agreed to; and that the motions to 
reconsider be considered made and laid upon the table with no 
intervening action or debate.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The resolution (S. Res. 658) was agreed to.
