        H.R. 7986.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article IV, Section 3, Clause 2 of the Constitution, 
     Congress's authority to make all rules and regulations 
     respecting the Territories and possessions
       Article I, Section 8, Clause 18, Congress's authority to 
     make laws which shall be necessary and proper
