                         HONORING ROYCE CARTER

  Mr. CARTER of Georgia. Madam Speaker, I rise today to honor my dear 
friend, Royce E. Carter. Throughout his adult life, Royce has been a 
dedicated leader in his community. He has been a passionate and devoted 
Pierce County resident and played an instrumental role in the 
implementation of a roundabout that was recently approved by the Pierce 
County Board of Commissioners.
  This roundabout is part of a realignment of County Farm Road to make 
way for the new Pierce County High School, and Royce was responsible 
for the oversight of the project from start to finish.
  Because of his immense dedication not just to this project, but every 
project he has spearheaded in his community, the Pierce County Board of 
Commissioners named the roundabout the Royce E. Carter Roundabout.
  This dedication is a simple ``thank you'' for his leadership and for 
everything Royce has done to make Pierce County a better place. He has 
always approached every project and challenge with a can-do attitude, 
and he is kind to everyone he meets.
  I am thankful to know Royce, and I know he will continue to be an 
asset for Pierce County.
