  Mr. O'HALLERAN. Madam Speaker, on September 14, 2020, I did not have 
a chance to cast my vote for two bills on the floor of the House of 
Representatives. I would have voted in favor of H.R. 4894, the 
Congressional Budget Justification Transparency Act of 2020, and S. 
2193, the CHARGE Act
