        H.R. 8373.
        Congress has the power to enact this legislation pursuant 
     to the following:
       The ability to regulate interstate commerce and with 
     foreign Nations pursuant to Article 1, Section 8, Clause 3 
     including the power to regulate digital commodity exchange 
     markets.
