  UIGHUR INTERVENTION AND GLOBAL HUMANITARIAN UNIFIED RESPONSE ACT OF 
                    2019--LAYING DOWN HOUSE MESSAGE

  Mr. McCONNELL. Mr. President, I ask that the Chair lay before the 
Senate the House message to accompany S. 178.
  The Presiding Officer laid before the Senate the following message 
from the House of Representatives:

       Resolved, That the bill from the Senate (S. 178) entitled 
     ``An Act to condemn gross human rights violations of ethnic 
     Turkic Muslims in Xinjiang, and calling for an end to 
     arbitrary detention, torture, and harassment of these 
     communities inside and outside China.'', do pass with an 
     amendment.

  Mr. McCONNELL. I ask for the yeas and nays.
  The PRESIDING OFFICER. Is there a sufficient second?
  There appears to be a sufficient second.
  The clerk will call the roll.
  The bill clerk proceeded to call the roll.
  Mr. THUNE. The following Senators are necessarily absent: the Senator 
from Tennessee (Mr. Alexander), the Senator from Kansas (Mr. Moran), 
and the Senator from Florida (Mr. Rubio).
  Further, if present and voting, the Senator from Tennessee (Mr. 
Alexander) would have voted ``Yea'' and the Senator from Kansas (Mr. 
Moran) would have voted ``Yea.''
  Mr. DURBIN. I announce that the Senator from California (Ms. Harris), 
the Senator from Vermont (Mr. Sanders), and the Senator from Montana 
(Mr. Tester) are necessarily absent.
