           By Mr. NADLER:
       H.R. 5645.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article III, Section 1 vests the judicial power of the 
     United States in the Supreme Court and any inferior courts 
     Congress establishes. Article I, Section 8, clause 18 allows 
     Congress to make all laws ``which shall be necessary and 
     proper for carrying into execution'' any ``other'' powers 
     vested by the Constitution in the Government of the United 
     States.
