                         SAVE OUR SEAS 2.0 ACT

  Mr. McCONNELL. Mr. President, I ask unanimous consent that the 
Committee on Commerce, Science, and Transportation be discharged from 
further consideration of S. 1982, and the Senate proceed to its 
immediate consideration.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The clerk will report the bill by title.
  The senior assistant legislative clerk read as follows:

       A bill (S. 1982) to improve efforts to combat marine 
     debris, and for other purposes.

  There being no objection, the committee was discharged and the Senate 
proceeded to consider the bill.
  Mr. McCONNELL. Mr. President, I ask unanimous consent that the 
Sullivan substitute amendment at the desk be considered and agreed to, 
and the bill, as amended, be considered read the third time.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The amendment (No. 1278), in the nature of a substitute, was agreed 
to.
  (The amendment is printed in today's Record under ``Text of 
Amendments.'')
  The bill, as amended, was ordered to be engrossed for a third reading 
and was read the third time.
  Mr. McCONNELL. I know of no further debate on the bill.

  Mr. McCONNELL. Mr. President, I take a moment to congratulate the 
occupant of the Chair for this important piece of legislation that will 
help us deal with ocean debris in a hopefully very successful way.
