           IDENTIFYING BARRIERS AND BEST PRACTICES STUDY ACT

  Mr. McCONNELL. Mr. President, I ask unanimous consent that the 
Committee on Veterans' Affairs be discharged from further consideration 
of H.R. 4183 and the Senate proceed to its immediate consideration.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The clerk will report the bill by title.
  The bill clerk read as follows:

       A bill (H.R. 4183) to direct the Comptroller General of the 
     United States to conduct a study on disability and pension 
     benefits provided to members of the National Guard and 
     members of reserve components of the Armed Forces by the 
     Department of Veterans Affairs, and for Other purposes.

  There being no objection, the committee was discharged and the Senate 
proceeded to consider the bill, which was reported from the Committee 
on Veterans' Affairs.
  Mr. McCONNELL. I ask unanimous consent that the bill be considered 
read a third time and passed and the motion to reconsider be considered 
made and laid upon the table.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The bill (H.R. 4183) was ordered to a third reading, was read the 
third time, and passed.
