        H.R. 8498.
        Congress has the power to enact this legislation pursuant 
     to the following:
       The constitutional authority on which this bill is based is 
     Congress's power under the Commerce Clause in Article I, 
     Section 8 of the Constitution and under the Constitution's 
     grants of power to Congress under the Equal Protection, Due 
     Process, and Enforcement Clauses of the Fourteenth Amendment.
