     HONORING BILL CARPENTIER ON 50 YEARS OF DISTINGUISHED SERVICE

  Mr. SMITH of Washington, Madam Speaker, it is my privilege to rise to 
recognize William ``Bill'' Carpentier on 50 years of combined service 
to his country, both as an active duty military member and a civil 
servant as a Veterans Affairs (VA) employee; He has reached a truly 
remarkable milestone.
  Bill was originally drafted into the military in 1969 at 19 years 
old, and when his country called on him to serve, he didn't shy away 
from the opportunity. He chose the Air Force and left for Naval Utility 
School in 1970 where he graduated with top honors. Bill went on to 
serve for eight years working in missile facility sites around the 
world.
  After his time in the military, Bill began a career of civil service 
accepting a job working on the flight line at Tinker Air Force Base in 
Oklahoma. In 1980, he started his first job at the VA and eventually 
landed a position back in his home state of Washington. He currently is 
a plumber on the Facilities Management Services team where his work is 
essential in keeping the building operating properly for the veterans 
and staff.
  During his time with the VA, Bill has had the chance to work on 
projects, with the Wall of Heroes being one of which he is most proud 
of. The Wall of Heroes reminds patients, visitors, staff and volunteers 
of the sacrifice, valor, bravery and heroism all Puget Sound veterans 
have.
  Madam Speaker, I sincerely thank Bill Carpentier for dedicating the 
last 50 years serving our country and its veterans. This is an 
incredible achievement that few have achieved.
