APPROVING THE REQUEST OF THE SECRETARY OF VETERANS AFFAIRS FOR A WAIVER 
         UNDER SECTION 1703E(F) OF TITLE 38, UNITED STATES CODE

  Mr. McCONNELL. Madam President, I ask unanimous consent that the 
Committee on Veterans' Affairs be discharged from further consideration 
of H.J. Res. 80 and the Senate proceed to its immediate consideration.
  The PRESIDING OFFICER. The clerk will report the joint resolution by 
title.
  The legislative clerk read as follows:

       A joint resolution (H.J. Res. 80) approving the request of 
     the Secretary of Veterans Affairs for a waiver under section 
     1703E(f) of title 38, United States Code.

  There being no objection, the committee was discharged, and the 
Senate proceeded to consider the joint resolution.
  Mr. McCONNELL. I ask unanimous consent that the joint resolution be 
considered read a third time and passed and that the motion to 
reconsider be considered made and laid upon the table.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The joint resolution (H.J. Res. 80) was ordered to a third reading, 
was read the third time, and passed.
