  Mr. McCONNELL. Madam President, I understand there is a bill at the 
desk due a second reading.
  The PRESIDING OFFICER. The clerk will read the title of the bill for 
the second time.
  The legislative clerk read as follows:

     protect pain-capable unborn children, and for other purposes
