  Under clause 3 of rule XII,

       84. The SPEAKER presented a petition of Mr. Gregory D. 
     Watson, a citizen of Austin, TX, relative to requesting that 
     Congress enact legislation to repeal from existing Federal 
     law any statutory impediments to the Federal government--and 
     State governments--availing themselves of their purchasing 
     power to leverage and negotiate lower prices from 
     pharmaceutical manufacturers for prescription drugs taken by 
     recipients of the Medicare or Medicaid programs; which was 
     referred jointly to the Committees on Energy and Commerce and 
     Ways and Means.
