           By Mr. SAN NICOLAS:
       H.R. 5820.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article IV, Section 3, Clause 2 of the Constitution, 
     Congress's authority to make rules and regulations respecting 
     the Territories and possessions.
       Article 1, Section 8, Clause 18 of the Constitution, 
     Congress's authority to make laws necessary and proper for 
     carrying into execution all other powers vested
