       H.R. 6177.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 5, which reads: Each House may determine 
     the Rules of its Proceedings, punish its Members for 
     disorderly Behaviour, and, with the Concurrence of two 
     thirds, expel a Member.
