                           ORDER OF BUSINESS

  Mr. McCONNELL. Mr. President, I ask unanimous consent that 
notwithstanding the provision of rule XXII, the cloture motion with 
respect to the motion to proceed to H.R. 748 occur at a time to be 
determined by the majority leader in consultation with the Democratic 
leader during today's session.
  The PRESIDING OFFICER. Is there objection?
  Without objection, it is so ordered.
  Mr. McCONNELL. I suggest the absence of a quorum.
  The PRESIDING OFFICER. The clerk will call the roll.
  The senior assistant legislative clerk proceeded to call the roll.
  Mr. DURBIN. Mr. President, I ask unanimous consent that the order for 
the quorum call be rescinded.
