  Mr. SAN NICOLAS. Madam Speaker, I rise today to honor a dedicated 
public servant, a beloved husband, a loving father, and a dear friend 
to all who knew him. It is a privilege to recognize the life and legacy 
of Mayor Ken Joe Ma'ano Ada, the 2nd eldest son of Roland and Louisa M. 
Ada and is survived by his wife Estelle Borja Marie Alig and his two 
children, Anchor Sway and Levi Knox Ada.
  A resident of Yona, on the beautiful island of Guam, he graduated 
from the Guam Adventist Academy and pursued a Bachelor of Science in 
Public Administration from the University of Guam in 2004. He then 
joined the United States Merchant Marines, which enabled him to travel 
to many countries. He also lived in Louisiana, Maryland, and Puerto 
Rico while attached to the USNS Bob Hope.
  Ken Joe pursued his master's degree in Public Administration at the 
University of Guam in 2008 and received the Academic Excellence Award. 
In 2012, he was elected Mayor of his home village, Yona, and served 
from 2013 to 2017.
  After his tenure as Mayor, naturally positioning himself to influence 
others positively, Ken Joe went on to teach at the University of Guam. 
Aspired to put his vision to greater use, he ran for Senator in the 
35th Guam Legislature.
  Ken Joe was more than all of these to many, including myself. He was, 
first and foremost, a light in the lives of everyone privileged to 
share in his embrace.
  I extend my deepest condolences to his wife Estelle, his two 
children, Anchor Sway and Levi Knox, extended family members, and dear 
friends.
  Ken Joe was genuinely a kind spirit. His impact, vision, and passion 
for the community will forever fill our hearts.
