  Mr. DOGGETT. Madam Speaker, with yesterday's storms in Texas, my 
early morning post-election day flight to Washington was delayed, 
preventing my arrival before the

coronavirus bill vote. Had I been present, I would have voted for H.R. 
6074, which I strongly support. Had I been present, I would have voted 
YEA on Roll Call No. 86.
