        H.R. 6776.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 1, which gives Congress the 
     power to lay and collect taxes; Article I, Section 8, Clause 
     3, which gives Congress the power to regulate commerce among 
     the states; and Article I, Section 8, Clause 18, which gives 
     Congress the power to enact all laws necessary and proper for 
     carrying into execution the foregoing powers.
