The question is on the passage of the bill. The question was taken; and the Speaker pro tempore announced that the ayes appeared to have it. Point of Order Mr. MITCHELL. Madam Speaker, the Constitution requires physical presence to constitute a quorum. By circumventing over 200 years of rules, the proxy voting established by House Resolution 965 is unconstitutional. For that reason, I object to the vote on the grounds that a physical quorum is not present and I make a point of order that a quorum is not present. The SPEAKER pro tempore. Pursuant to section 3 of House Resolution 965, the yeas and nays are ordered. The vote was taken by electronic device, and there were--yeas 234, nays 179, not voting 17, as follows: [Roll No. 126] YEAS--234 Adams Aguilar Allred Axne Barragan Bass Beatty Bera Beyer Bishop (GA) Blumenauer Blunt Rochester Bonamici Boyle, Brendan F.
