    EXTENDING CHEMICAL FACILITY ANTI-TERRORISM STANDARDS PROGRAM OF 
                    DEPARTMENT OF HOMELAND SECURITY

  Ms. TITUS. Mr. Speaker, I ask unanimous consent to take from the 
Speaker's table the bill (S. 4148) to extend the Chemical Facility 
Anti-Terrorism Standards Program of the Department of Homeland 
Security, and for other purposes, and ask for its immediate 
consideration in the House.
  The Clerk read the title of the bill.
  The SPEAKER pro tempore. Is there objection to the request of the 
gentlewoman from Nevada?
  There was no objection.
  The text of the bill is as follows:

                                S. 4148

       Be it enacted by the Senate and House of Representatives of 
     the United States of America in Congress assembled,

     SECTION 1. EXTENSION OF CHEMICAL FACILITY ANTI-TERRORISM 
                   STANDARDS PROGRAM OF THE DEPARTMENT OF HOMELAND 
                   SECURITY.

       (a) In General.--Section 5 of the Protecting and Securing 
     Chemical Facilities from Terrorist Attacks Act of 2014 
     (Public Law 113-254; 6 U.S.C. 621 note) is amended by 
     striking ``July 23, 2020'' and inserting ``July 27, 2023''.
       (b) Effective Date.--The amendment made by subsection (a) 
     shall take effect on the date that is 1 day after the date of 
     enactment of this Act.

  The bill was ordered to be read a third time, was read the third 
time, and passed, and a motion to reconsider was laid on the table.
