   NOTICE OF INTENTION TO OFFER RESOLUTION RAISING A QUESTION OF THE 
                        PRIVILEGES OF THE HOUSE

  The SPEAKER pro tempore. The Chair recognizes the gentleman from 
Texas (Mr. Gohmert) for 3 minutes.
  Mr. GOHMERT. Mr. Speaker, pursuant to clause 2(a)(1) of rule IX, I 
rise to give notice of my intention to raise a question of the 
privileges of the House with the form of the resolution to be as 
follows.
  The SPEAKER pro tempore. The gentleman will suspend. This is not in 
order during morning hour.
  Mr. GOHMERT. My understanding is that the rules allow any time a 
Member is properly recognized to speak that that privileged resolution 
then takes priority over all other business at that point.
  The SPEAKER pro tempore. The House has not convened for legislative 
business for the day; therefore, the gentleman's motion is not 
recognized for that purpose.
  Mr. GOHMERT. Mr. Speaker, I will wait for 1 minutes.
  The SPEAKER pro tempore. Does the gentleman yield back?
  Mr. GOHMERT. Yes.
