           By Mr. HOLDING:
       H.R. 7775.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, section 8 of the United States Constitution, 
     specifically clause 9, which states ``The Congress shall have 
     Power ... To constitute Tribunals inferior to the supreme 
     Court.''
       In addition, Article III, Section 1 states that ``The 
     judicial power of the United States, shall be vested in one 
     supreme Court, and in such inferior Courts as the Congress 
     may from time to time ordain and establish.''
