                           Order of Procedure

  Mr. McCONNELL. Mr. President, I ask unanimous consent that 
notwithstanding the provisions of rule XXII, the Senate vote on the 
motions to invoke cloture on the Joseph and Wade nominations at 11:30 
a.m. tomorrow in the order listed; further, that if cloture is invoked 
on the nominations, the postcloture time expire at 2:30 p.m. tomorrow 
and the Senate vote on confirmation of the nominations in that order. I 
further ask unanimous consent that, if confirmed, the motions to 
reconsider be considered made and laid upon the table and the President 
be immediately notified of the Senate's action; and finally, that the 
cloture motions with respect to the Kaplan and McFerran nominations 
ripen following the disposition of the Wade nomination.
