  Mr. HAGEDORN. Madam Speaker, had I been present for the vote on the 
motion to suspend the rules and pass the bill for S. 2163--``To 
establish the Commission on the Social Status of Black Men and Boys, to 
study and make recommendations to address social problems affecting 
Black men and boys, and for other purposes . . .'', I would have voted 
``yea.''
