  Mr. NEGUSE. Madam Speaker, I missed the vote on S. 2163, the 
Commission on the Social Status of Black Men and Boys Act, a critical 
piece of legislation that would establish a Commission to conduct a 
systematic study of the conditions affecting Black men and boys, report 
on the community impacts of relevant government programs, and make 
recommendations. I am a cosponsor of the House companion measure and 
support the legislation.
  Had I been present, I would have voted YEA on Roll Call No. 167.
