     HONORING OCEANSIDE POLICE CHIEF FRANK McCOY ON HIS RETIREMENT

  Mr. LEVIN of California. Madam Speaker, I rise today to recognize 
Oceanside Police Chief Frank McCoy on his retirement after 36 years in 
law enforcement.
  Chief McCoy has served as Chief of Police for the City of Oceanside 
since January 2006, making him the longest serving Police Chief in the 
history of the department. Under his leadership, Oceanside has seen a 
28 percent reduction in violent crime and a 33 percent reduction in 
overall crime. Chief McCoy established a culture of community policing 
and banned the use of the Carotid Restraint, commonly referred to as a 
chokehold, after the murder of George Floyd.
  Before serving in Oceanside, Chief McCoy started his career with the 
City of Manhattan Beach. He then spent 20 years working for the City of 
Long Beach, where he worked his way through the ranks to become a 
Commander.
  I am grateful for Chief McCoy's contributions to our community and 
wish him the best in his retirement.
