       H.R. 8181. A bill to amend title XVIII to provide for 
     certain Medigap coverage for Medicare beneficiaries with end-
     stage renal disease, and for other purposes; to the Committee 
     on Ways and Means, and in addition to the Committee on Energy 
     and Commerce, for a period to be subsequently determined by 
     the Speaker, in each case for consideration of such 
     provisions as fall within the jurisdiction of the committee 
     concerned.

       H.R. 8182. A bill to direct the Secretary of Education to 
     establish a grant program to make grants to the parents of 
     students served by local educational agencies that will not 
     provide in-person instruction in a manner consistent with 
     school year 2019-2020, and for other purposes; to the 
     Committee on Education and Labor.

       H.R. 8183. A bill to amend title 10, United States Code, to 
     enhance public-private talent exchange programs in the 
     Department of Defense; to the Committee on Armed Services.

       H.R. 8184. A bill to direct the Secretary of Defense to 
     establish the Center for Asymmetric Threat Research and 
     Analytics to conduct research countering violent extremist 
     organizations, weapons of mass destruction, and influence 
     operations, and for other purposes; to the Committee on Armed 
     Services.

       H.R. 8185. A bill to require the Comptroller General of the 
     United States to submit a report on use of time-and-materials 
     and labor contracts and labor category minimums within the 
     Department of Defense, and for other purposes; to the 
     Committee on Armed Services.

       H.R. 8186. A bill to require a report on the activities and 
     resources required to enhance security and economic 
     partnerships between the United States and African countries, 
     and for other purposes; to the Committee on Armed Services, 
     and in addition to the Committee on Foreign Affairs, for a 
     period to be subsequently determined by the Speaker, in each 
     case for consideration of such provisions as fall within the 
     jurisdiction of the committee concerned.

       H.R. 8187. A bill to authorize grants to establish a 
     national education protection and advocacy program to enforce 
     the rights and protections under the Individuals with 
     Disabilities Education Act, the Americans with Disabilities 
     Act of 1990, and section 504 of the Rehabilitation Act of 
     1973, and for other purposes; to the Committee on Education 
     and Labor.
           By Mr. EMMER:
       H.R. 8188. A bill to amend the Investment Company Act of 
     1940 to provide complaint and burden of proof requirements 
     for certain actions for breach of fiduciary duty; to the 
     Committee on Financial Services, and in addition to the 
     Committee on the Judiciary, for a period to be subsequently 
     determined by the Speaker, in each case for consideration of 
     such provisions as fall within the jurisdiction of the 
     committee concerned.

       H.R. 8189. A bill to amend the Help America Vote Act of 
     2002 to prohibit a State from counting a ballot cast in an 
     election for Federal office which is received by the State 
     after the date of the election; to the Committee on House 
     Administration.

       H.R. 8190. A bill to amend the Public Health Service Act to 
     deem any insulin that is determined by the Secretary to be 
     biosimilar to the reference product to be interchangeable

       H.R. 8191. A bill to require the Administrator of General 
     Services to issue guidance to clarify that Federal agencies
