      PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 2642) MAKING 
 APPROPRIATIONS FOR MILITARY CONSTRUCTION, THE DEPARTMENT OF VETERANS 
AFFAIRS, AND RELATED AGENCIES FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 
                      2008, AND FOR OTHER PURPOSES

    Mr. Welch, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 480]

    The Committee on Rules, having had under consideration 
House Resolution 480, by a non-record vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.R. 2642, the 
``Military Construction and Veterans Affairs Appropriations 
Act, 2008,'' under an open rule. The resolution provides one 
hour of general debate equally divided and controlled by the 
chairman and ranking minority member of the Committee on 
Appropriations.
    The bill shall be considered as read. The resolution waives 
all points of order against consideration of the bill except 
those arising under clause 9 or 10 of rule XXI. The resolution 
waives points of order against provisions in the bill for 
failure to comply with clause 2 of rule XXI. During 
consideration of the bill for amendment, the Chairman of the 
Committee of the Whole may accord priority in recognition on 
the basis of whether the Member offering an amendment has 
caused it to be printed in the Congressional Record. Amendments 
so printed shall be considered as read. The resolution provides 
one motion to recommit with or without instructions. Finally, 
the resolution permits the Chair, during consideration of the 
bill in the House, to postpone further consideration of it to a 
time designated by the Speaker.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against consideration of 
the bill (except for clauses 9 and 10 of Rule XXI) includes a 
waiver of Rule XIII, clause 4(a), requiring a three-day layover 
of a committee report.
    The waiver of clause 2 of rule XXI (prohibiting 
unauthorized appropriations or legislative provisions in an 
appropriations bill) against provisions in the bill is included 
because the bill contains unauthorized appropriations and 
legislative provisions.
