                          Purpose and Summary

    H.R. 1067 would make revisions in title 36, United States 
Code, as necessary to keep the title current and make technical 
corrections and improvements.

                Background and Need for the Legislation

    H.R. 1067 makes revisions in title 36, United States Code, 
as necessary to keep the title current and make technical 
corrections and improvements. The bill was prepared by the 
Office of the Law Revision Counsel of the House of 
Representatives as part of its responsibility under section 
205(c) of House Resolution No. 988, 93d Congress, as enacted 
into law by Public Law 93-554 (2 U.S.C. 285b), to prepare and 
submit periodically to the Committee on the Judiciary proposed 
bills to maintain titles of the United States Code that have 
been enacted into positive law.

                                Hearings

    No hearings were held on H.R. 1067.

                        Committee Consideration

    On March 14, 2013, the Committee met in open session and 
ordered the bill, H.R. 1067, favorably reported, by voice vote, 
a quorum being present.

                            Committee Votes

    In compliance with clause 3(b) of rule XIII of the Rules of 
the House of Representatives, the Committee advises that there 
were no recorded votes during the Committee's consideration of 
H.R. 1067.

                      Committee Oversight Findings

    In compliance with clause 3(c)(1) of rule XIII of the Rules 
of the House of Representatives, the Committee advises that the 
findings and recommendations of the Committee, based on 
oversight activities under clause 2(b)(1) of rule X of the 
Rules of the House of Representatives, are incorporated in the 
descriptive portions of this report.

               New Budget Authority and Tax Expenditures

    Clause 3(c)(2) of rule XIII of the Rules of the House of 
Representatives is inapplicable because this legislation does 
not provide new budget authority or increased tax expenditures.

               Congressional Budget Office Cost Estimate

    In compliance with clause 3(c)(3) of rule XIII of the Rules 
of the House of Representatives, the Committee sets forth, with 
respect to the bill, H.R. 1067, the following estimate and 
comparison prepared by the Director of the Congressional Budget 
Office under section 402 of the Congressional Budget Act of 
1974:

H.R. 1067--A bill to make revisions in title 36, United States Code, as 
necessary to keep the title current and make technical corrections and 
                             improvements.

      As ordered reported by the House Committee on the Judiciary 
                           on March 14, 2013.




    H.R. 1067 would make technical corrections and improvements 
to the United States Code in title 36, Patriotic and National 
Observances, Ceremonies, and Organizations. Information from 
the Office of Law Revision Counsel indicates that the bill 
would make no substantive changes to the law; therefore, CBO 
estimates that enacting H.R. 1067 would have no significant 
impact on the Federal budget. Enacting H.R. 1067 would not 
affect direct spending or revenues; therefore, pay-as-you-go 
procedures do not apply.
    H.R. 1067 contains no intergovernmental or private-sector 
mandates as defined in the Unfunded Mandates Reform Act and 
would not affect the budgets of State, local, or tribal 
governments.

Assistant Director for Budget Analysis.

                    Duplication of Federal Programs

    No provision of H.R. 1067 establishes or reauthorizes a 
program of the Federal Government known to be duplicative of 
another Federal program, a program that was included in any 
report from the Government Accountability Office to Congress 
pursuant to section 21 of Public Law 111-139, or a program 
related to a program identified in the most recent Catalog of 
Federal Domestic Assistance.

                  Disclosure of Directed Rule Makings

    The Committee estimates that H.R. 1067 specifically directs 
to be completed no specific rule makings within the meaning of 
5 U.S.C. 551.

                    Performance Goals and Objectives

    The Committee states that pursuant to clause 3(c)(4) of 
rule XIII of the Rules of the House of Representatives, H.R. 
1067 will make revisions in title 36, United States Code, as 
necessary to keep the title current and make technical 
corrections and improvements.

                          Advisory on Earmarks

    In accordance with clause 9 of rule XXI of the Rules of the 
House of Representatives, H.R. 1067 does not contain any 
congressional earmarks, limited tax benefits, or limited tariff 
benefits as defined in clause 9(e), 9(f), or 9(g) of Rule XXI.

                      Section-by-Section Analysis

                      SECTION 1--TABLE OF CONTENTS

    Section 1 of the bill provides a table of contents for the 
Act.

                           SECTION 2--PURPOSE

    Section 2 of the bill provides that the purpose is to make 
revisions in title 36, United States Code, as necessary to keep 
the title current and make technical corrections and 
improvements.

                    SECTION 3--TECHNICAL AMENDMENTS

    Section 3(a)(1) of the bill amends title 36, United States 
Code, by striking the existing abbreviated table of contents of 
the title and inserting a more comprehensive titlewide table of 
contents.
    Section 3(a)(2) of the bill amends title 36, United States 
Code, by striking the existing tables of contents of the 
subtitles, which are rendered unnecessary by the comprehensive 
titlewide table of contents enacted by section 3(a)(1).
    Section 3(b) of the bill amends title 36, United States 
Code, by updating the format of the chapter headings of 
reserved chapters.
    Section 3(c) of the bill amends title 36, United States 
Code, by making other necessary technical corrections.

Sec. 153901. Organization

  The National [Yoemen F] Yeomen (F) (in this chapter, the 
``corporation'') is a body corporate and politic in the 
District of Columbia.

Sec. 153902. Purposes

  The purposes of the corporation are patriotic, historical, 
and educational and are--
          (1) to foster and perpetuate the memory of the 
        service of [Yoemen (f)] Yeomen (F) in the United States 
        Naval Reserve Force of the United States Navy during 
        World War I;
          (2) to preserve the memories and incidents of their 
        association in World War I by the encouragement of 
        historical research concerning the service of [Yoemen 
        (f)] Yeomen (F);
