 PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 650) TO AMEND THE TRUTH 
IN LENDING ACT TO MODIFY THE DEFINITIONS OF A MORTGAGE ORIGINATOR AND A 
HIGH-COST MORTGAGE, PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 685) 
   TO AMEND THE TRUTH IN LENDING ACT TO IMPROVE UPON THE DEFINITIONS 
PROVIDED FOR POINTS AND FEES IN CONNECTION WITH A MORTGAGE TRANSACTION, 
 AND PROVIDING FOR THE ADOPTION OF THE CONCURRENT RESOLUTION (S. CON. 
 RES. 11) SETTING FORTH THE CONGRESSIONAL BUDGET FOR THE UNITED STATES 
   GOVERNMENT FOR FISCAL YEAR 2016 AND SETTING FORTH THE APPROPRIATE 
          BUDGETARY LEVELS FOR FISCAL YEARS 2017 THROUGH 2025

                              R E P O R T

                       [To accompany H. Res. 189]

    The Committee on Rules, having had under consideration 
House Resolution 189, by a record vote of 5 to 3, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.R. 650, the 
Preserving Access to Manufactured Housing Act of 2015, under a 
closed rule. The resolution provides one hour of debate equally 
divided and controlled by the chair and ranking minority member 
of the Committee on Financial Services. The resolution waives 
all points of order against consideration of the bill. The 
resolution provides that the bill shall be considered as read. 
The resolution waives all points of order against provisions in 
the bill. The resolution provides one motion to recommit.
    Section 2 of the resolution provides for consideration of 
H.R. 685, the Mortgage Choice Act of 2015, under a closed rule. 
The resolution provides one hour of debate equally divided and 
controlled by the chair and ranking minority member of the 
Committee on Financial Services. The resolution waives all 
points of order against consideration of the bill. The 
resolution provides that the bill shall be considered as read. 
The resolution waives all points of order against provisions in 
the bill. The resolution provides one motion to recommit.
    Section 3 of the resolution provides for the adoption in 
the House of S. Con. Res. 11, setting forth the congressional 
budget for the United States Government for fiscal year 2016 
and setting forth the appropriate budgetary levels for fiscal 
years 2017 through 2025, for purposes of requesting a 
conference with the Senate. The resolution takes from the 
Speaker's table S. Con. Res. 11, adopts an amendment in the 
nature of a substitute consisting of the text of H. Con. Res. 
27, as adopted by the House, and adopts S. Con. Res. 11, as 
amended.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against consideration of 
H.R. 650 includes a waiver of clause 3(e)(1) of rule XIII 
(Ramseyer), requiring a committee report accompanying a bill 
amending or repealing statutes to show, by typographical 
device, parts of statute affected.
    Although the resolution waives all points of order against 
provisions in H.R. 650, the Committee is not aware of any 
points of order. The waiver is prophylactic in nature.
    The waiver of all points of order against consideration of 
H.R. 685 includes a waiver of clause 3(e)(1) of rule XIII

    The waivers of clause 3(e)(1) of rule XIII are provided for 
both measures because the submissions provided by the committee 
was insufficient to meet the standards established by the rule 
in its current form. The Committee on Rules continues to work 
with the House Office of Legislative Counsel and committees to 
determine the steps necessary to comply with the updated rule.
