The Committee on Rules, having had under consideration
House Resolution 274, by a record vote of 9 to 4, report the
same to the House with the recommendation that the resolution
be adopted.
SUMMARY OF PROVISIONS OF THE RESOLUTION
The resolution provides for consideration of S.J. Res. 7,
to direct the removal of United States Armed Forces from
hostilities in the Republic of Yemen that have not been
authorized by Congress, under a closed rule. The resolution
provides one hour of debate equally divided and controlled by
the chair and ranking minority member of the Committee on
Foreign Affairs. The resolution waives all points of order
against consideration of the joint resolution. The resolution
provides that the joint resolution shall be considered as read.

commit. The resolution provides for consideration of H. Res.
271, condemning the Trump Administration's legal campaign to
take away Americans' health care, under a closed rule. The
resolution provides one hour of debate equally divided and
controlled by the chair and ranking minority member of the
Committee on Energy and Commerce. The resolution waives all
points of order against consideration of the resolution. The
resolution provides that H. Res. 271 shall be considered as
read and shall not be subject to a demand for division of the
question. The resolution provides that it shall be in order at
any time on the legislative day of April 4, 2019, for the
Speaker to entertain motions that the House suspend the rules
and that the Speaker or her designee shall consult with the
Minority Leader or his designee on the designation of any
matter for consideration pursuant to this section.
