    Description: A substitute amendment to the Howard amendment. The amendment reduces from $775,000,000 to $650,000,000 funds for obligated assistance programs paid from the Highway Trust Fund for fiscal years '84 - '86. It also reduces Interstate Discretionary Fund set asides from $300,000,000 to $200,000,000. And it requires that states receive in allocations an amount equal to 90 percent of what they pay into the Highway Trust Fund (excluding the Mass Transit Account).
