Description Amendment provides that elements proved to convict a defendant of an offense may be considered as aggravating factors in determining whether or not to impose a death sentence; eliminates life imprisonment without parole as an alternative sentence for specific crimes; and mandates that a death sentence be imposed in certain circumstances.
