    Description Amendment in the nature of a substitute differed from the original resolution in that it sought to include a tax limitation provision which stated that total estimated receipts for any fiscal year could not increase faster than the estimated rate of growth in the national income unless three-fifths of both Houses voted for a bill approving specific additional receipts, and said bill became law.
