    Description An amendment to provide a mechanism which would trigger initial payment of flood insurance benefits for reconstruction of structures if certification is given by state or local authorities (under FEMA-promulgated regulations) that such structures are in imminent danger of collapse. The amendment also allows for payment of costs associated with relocating a building (if it can safely be moved) as long as the cost does not exceed 40% of the structure's value, and stipulates that any reconstruction or relocation must be in an area that is not flood or erosion prone.
