A resolution urging the Administrator of the Environmental Protection Agency to accelerate the scheduled phaseout of production of ozone-destroying substances in the United States as required pursuant to the Clean Air Act Amendments of 1990 and calling on the President to urge the United Nations to call a special session of the Contracting Parties to the Montreal Protocol in order to conclude an agreement accelerating the scheduled phaseout of such substances and for other purposes based on recent scientific findings concerning the degradation of the stratospheric ozone layer and increased atmospheric concentrations of substances that lead to the degradation of the stratospheric ozone layer.
